You pump up to about 180, unless the person has high blood pressure - then go to 220+.
Once you start letting out the air, your systolic (top) number is where you stop hearing a beat. Once you hear the beat again, that's your diastolic (bottom).

I have no idea why you think it needs to be an even number... it can be anything. Pretty much, the only rule is that the top is higher than the bottom.
